More so than the RGB I am concerned about not being able to control the speed of the fans, this thing is running on a quiet mode or something as it is very silent though spinning even though software does not detect and or change settings. Please help

Good afternoon, After having recently purchased new and installed this item, I am unable to see the fan controller via the software. I have done extensive research and ensured everything is plugged in properly however I am reading that it may be an issue with the controller port size and or usb cables included? I have attempted the many solutions posted online to no avail. My system is detailed below, please let me know if this needs a new fan controller or something else?
