Commander FT Fan Controller Problem

Hi, the mentioned fan controller won't let me go under 1000 rpm and I need a solution if there is one or I will send it back. I have 5 Corsair ML140 PRO red led fans connected and they are 4 pin PWM fans. When connected to the MSI Z170A Gaming M7 I have full control over the fans. The fan controller specs state a range of 0-9990 rpm and 4 pin PWM support so I don't understand the issue. Any help on understanding the problem and possible solutions is welcome and needed as soon as possible since if I can't use the 600-800 rpm range with this controller I have no use for it and will send it back so clock is ticking I guess.
