Does this model and the others come with a back plate for the LGA 1155 socket? I have an intel asus mobo with no back plate

I have a client that has this psu and a msi mpg x570 gaming edge wifi along with an amx ryzen 7 3 gebn processor Does this psu provide enough power for this config. As I have swapped processors and boards and still get a CPU error light. power lights up but no fans spin. The fans do light you but none including the cpu fan dont spin at al. Only a cpu error light comes on.
