Short Circuit protection reset

I have a PC with a Thermaltake TR2-600W PSU.  Some water was spilled into the PC. 
After I let it dry out well I tried to restart the PC and see what happens. Absolutely Nada.
I unplugged all PSU plugs from the MOB and checked for voltage on the CPU plug and the 24pin plug. No voltage at all.

I read that this PSU has short circuit protection.  Is there a way to reset the PSU after a short circuit.
