[Can I turn off the RGB lights off my liquid cooler permanently?]

did you save the no lights setting as a profile? if not then this is why it starts up to the previous settings each time you restart the OS. To turn off the LEDs in the TT RGB Plus software, select the light bulb at the far bottom right of each "Riing Plus" fan windows, and the middle right of the "Floe Riing RGB" pump window.  Click on Save in the profile section to save the settings. This should work each time you restart your system.

It starts getting a bit confusing to choose which software is the latest for my TT Floe Riing RGB Premium. I.m currently using the tt RGB Plus but I am not certain if there is a more suitable app for my AIO that night even be more up to date.

Could someone please point me in the right direction. TIA
