[ToughPower SFX Series - No Cybenetics 230V Certifications]

I have been waiting for the cybenetics rating for the SFX 1000w and now that the results have been published I am wondering:

Why did Thermaltake decide to get certifications for 115V but not for 230V?

(After seeing the result difference(see attached picture) of the Cooler Master V1100 SFX I don't have the confidence to buy a PSU without a 230v rating.)
