Computer Rebooting when playing with Ultra settings

Hello. I have a new Thermaltake Toughpower GF3 1650W power supply for a new computer build. I am using it to provide power for a i9-13900K and a Zoltac RTX 4090 with 32gb ram.

If I play games like Battlefield 2042 or Metro Exodus in Ultra settings the computer will reboot as soon as the gameplay starts, sometimes even in the main menu before gameplay starts.

If I play the games just on high settings the games play fine.  I am not getting any kind of crash dump files or entries in the event viewer. I have also run many 3DMark benchmark and stress tests that all passed. I don't know for sure that it's the psu but it seems like it's when the computer tries to throttle up as game play starts. Thanks for your help.
