CPU spikes with Toughpower Grand RGB 850W

I have had this Ryzen 5 5500 in my system for several months now. This week I upgraded the PSU to a Toughpower Grand RGB 850W. Immediately I noticed that a fan would ramp up for a second and then immediately slow down. This happens every 10-30 seconds. As I was checking the fan curves in the BIOS I noticed that the CPU temp was spiking from 30 degrees at idle to 60 degrees and then falling right back down. This has to be related to the PSU because it coincides directly with the new PSU going into the system. Any ideas?

Gigabyte AB350M-DS3H-CG

R5 5500

RX 6600

1tb NVMe

2tb SSD

32g DDR4 3600

The Fan's RPM is depends on system's load, which means that the RPM is depends on your abnormal CPU activity.

We suggest that you could remove your HDD first and turn on without  system.

If your CPU doesn't have abnormal act as before, it will be software problem like virus.
